There was a meeting earlier this week in which Loveland Ready Mix co-owner Brad Fancher voted himself in as the Director and sole member of the Grove Metropolitan District. The Grove is a “special district” form of government like the Centerra development in Loveland. A Special District can control the utilities and future development within its area (currently the entire gravel mine parcel), while levying its own taxes to pay for the development. The future inclusion area of the Grove is all of LaPorte. The Grove was established in 2005 despite opposition from the public and the Planning Commission.
